Transpose 3

3 - 3x - 3 < 21 - 3

- 3x < 18

Divide both sides of the equation by - 3. The inequality symbol changes when dividing by a negative.

- 3x / - 3 > 18 / - 3

x > 18 / - 3

x > - 6

While solving this, think of the (<, >) symbols as if they were (=). Remember that they're solved in the same way as equations with the little variant that you have to change the symbol (< to > and viceversa when multiplying per a negative number).
So,
-3x < 21 -3
x > (18)/(-3)
(The symbol changes because you had to multiply per (-1/3) to eliminate the coefficient on -3x)
x > - 6

just treate the < as =

3(1-x)<21
1-x<7
1-7 -6 x>-6
