Usually the Sale of Stocks ... "Settle" 3 business days after the "Sale"... ETrade should list the settlement date on your trade confirmation... After that the funds are immediately available in your Etrade account for investment or withdrawl.
As for any better broker?... each person has differnent needs.. and it depends on how often you trade and the "value" of your portfolio.... Many of your local banks offer discounted brokerage services based on your total business with that bank...

A stock sale goes through a couple different phases - first is the execution, which is a confirmation that the stock in question is sold. Next comes the settling, and this can take anywhere from a day to a week, depending on the type of stock.
For a cash stock sale, typically the stocks are in-hand and are sold on the floor quickly, in under three business days.
For company stock transactions, such as the sale of restricted stock (RSUs), the actual paper stock must be released from the company, which can add additional time to the typical "three-business day settlement time, depending on the volume of stocks sold and hoe prepared the company is to deal with them. I once waited nine days for some RSUs to settle, though the majority of my RSU sales settled in just a couple days.

Cash withdrawal you have to wait a few days typically 3-9 Days but to invest - with etrade you can invest right away. - I do all the time - just read the stipulations - I think you cant resell the invested stock without a penalty until after a week later.

Definitlely it is much longer than 3 business days. My stock has been sold for 6 business days on Etrade. But my fund is still not available for withdraw. 3-9 Days is probably the right answer.
