Old Navy is always decenlty priced, and they ALWAYS have stuff on sale. Gap usually has a lot of sales too, and the quality of their clothes is much better.
Forever 21 has a lot of very in fashion items, but some are made very poorly and they have a pretty crappy return policy (within 21 days for store credit only, and I think the tags must be attached).
H&M is one of my all time favorites. They are similar to Forever 21 prices, but better quality and a much larger selection. The only bad thing is you can only buy from their stores, not online and they don't have a lot of stores.
You should also try department stores, right now many have a lot of sales going on. You may pay a little bit more, but the quality is better.
My last tip would be TJMax or Marshall's (Ross is pretty crappy!). These stores are kind of hit or miss, but sometimes you can find some really great items.. sometimes they have things that are still in the stores. They are usually good for jeans too!

The 15 dollar store is cheap and fashionable, but I haven't purchased from them so I don't know if it actually looks cheap.

If I want cheap clothing that is still decent I go to Old Navy. They have a lot of plain tees and such that last at least for a little while.

Dots, Ross, and Marshall's.. also, Aeropostale has THE BEST sales.. I am always picking up really cute shirts from there for like $2.99. Gotta check out the clearance racks, though.. good luck!

I don't know if this is an international store but I go to ross- it is all the brand names that they made too much of... (think $60 pants for $20)

Asda is cheap and can get some good things. The things don't fall apart after one wash as many things from Primark do. Also Peacocks is good.

if it is for a girl, garage clothing or go to an outlit store in the us (guess has great deals at one of the outlit malls in the us), and for guys i would probably say west 49 wait until there is sales and u get great deals

Gabriel Brothers (WV, OH, PA, VA, and MD), Plato's closet, Ross, TJ Maxx, Marshall's, and Kohls. JCPenney is not too bad.
Also EBAY! Also try to use search engines to find something you like.
