How does one get a license to drive a motorcycle in Chicago?

Go to a local DMV and get the booklet they have to know all about it.

Most States have a motorcycle test. Many have a course that you can take and also get your license at the end by getting certified. I recommend the course since it provides many of the circumstances you may run into while driving a cycle that you don't see in a car. They also provide the cycle for testing. Last I knew, Alabama was the only State that didn't have a test (just pay a fee). Problem is, no other State recognises it and you would need to test if you moved.

to drive that.

you don't need one. as long as you have a valid driver's license
