A paint known as red lead might be the best to start with , its a primer so then you could undercoat and gloss in any colour .

I don't believe it is legal to paint over lead based paint! Might be wrong but I know the building inspector made me (have) all lead based paint scrapped on a house I was flipping.

I presume you mean you want to paint over a lead based paint.
If the old paint is not flaking or loose, you can rough up the surface and paint it with any solvent or water base paint you like to use. Avoid breathing the old paint while you rough it up.
If the old paint is flaking or loose, it needs surface preparation and you need to undertake personal safety precautions so you don't inhale the paint flakes. After proper surface preparation, apply a primer (solvent or water base) and top coat.
