You can perform any function to the equation just so long as you do it to both sides of the equals sign.

For example you could multiply both sides by 2
- 2x - y + 9 = 0
2(- 2x - y + 9) = 2(0)
- 2(2x) - 2y + 2(9) = 0
- 4x - 2y + 18 = 0

However, for your case, you want to isolate y from everything else. That means, y must be alone on one side of the '='.

The simplest way to do this is to add y to both sides of the equation
- 2x - y + 9 = 0
- 2x - y + 9 + y = 0 + y
- 2x + 9 = y
