Well, waitressing is about the tip. More tables=more tips. What she's doing is probably not personal - she just wants to make as much money as she can. Next time you work with her say, "I know you gave me a break last time because it was my first night, but I think we can split the tables evenly tonight. I'll let you know if I need any help." Say it in front of the owner/manager if you can. If if happens again, you might want to speak to the manager about having a hostess seat people or dividing the dining room in half and mandating couple 1 gets seated in half 1, couple 2 in half 2, couple 3 in half 1, etc, so everyone gets treated fairly. Just remember you're the low man on the totem pole, so expect some resistance.

It's hard to give you advise if it was only your first day. I have heard that waitresses are very competitive. My daughter worked as a hostess for some time and she had some stories to tell, but it was also her responsibility to divide customers up evenly.
Anyways, I would give it a few days to see how things play out and learn the ropes a bit more. Then try to be as aggressive as possible to "catch" more customers. If you approach her about it, try to keep things professional, something like
"I really appreciate that you've taken it easy on me for the first few days, but I think I'm ready to take on more, can we work out a plan on dividing the work up more evenly?".
If that has no results, you should talk to the owner, not get into an argumentative discussion with her.

If you do the same thing to her, it will only create problems. First, try talking to her. If that doesn't work, then go to the manager.
OK, thumbs down why? I doubt you really want a confrontation, working in a restaurant is a ***** and the last thing you want is drama with your fellow workers. Talk to her, explain you're there to make money too. If she shrugs it off and continues her behavior, I would then go to the manager and let them know. If the management doesn't do anything about it, then I would just do what she's doing or find another job.

Normally, I would just suggest taking it to the boss, but since you said she was telling the boss all about what she had done, apparently the boss doesn't care. Tell her, in a very professional way that your tips are your livelyhood, just as hers are for her, and you would appreciate a little more cooperation in the future. Since you apparently can't count on management to back you up, refrain from speaking to them until you absolutely have to, and at that point have a back up plan in place for finding another job.

Do you know for sure she is stealing. I would talk to the manager and ask more about the policy with tips. Tell him about the situation and ask him to explain it. You do not want to start trouble. But if this person is stealing tips, what else is she doing that is not right.

Check to see if you can work at a different time from the one she does.
You can let it go once. But then you need to deal with it, or it is likely to be the way things stay.
