when there are always people standing around doing nothing. What does the DOT hire these extras for?

Most of the time you are looking at Contractors and sub contractors. The government and the company have already come up with a price so the lazy workers have nothing to do with the government. The company sends the workers out there do nothing at the companies cost in order for them to get overtime as to help pay for bills during the winter months.

someone has to check and see that the safety inspectors are there and doing their jobs properly, not to mention that those people also need a minder to check up on them ...

further, the higher mucks have to get together to decide how the lower mucks will solve each problem that comes up. Thus, the higher mucks have to be there to see the problems that arise and at least three of them are needed so they'll have enough collective brains to devise the 'best' solution.

Plus the checker to see that the higher mucks are actually watching the work and not taking a snooze in their government pickups.
