About 30 per second. Old time movies used 10 to 15 per second and we definitely see them flicker. Modern film and TV use 30 frames per second and we do not see them flicker.

The eye and brain work together to capture images, though the eye is continuously sensing light and color. If an image appears briefly, the shortest time that will allow a person to see and identify the image ranges between about 1/15 and 1/25 of a second.
We can see a rapid sequence of images as separate images at a maximum rate of about 10 per second. Some people's equipment works a little faster.
The standard for movies and TV is to refresh the image at about 24 frames per second, which they eye/brain gadget will be forced to rush together into an animated image.

The human eye cannot perceive an image in motion in less than 1/32nd of a second.
however, if a soccer ball hits your head you can see stars in less time than that.

It is between 10 and 20 (varies with each persons and with your condition at the time you measure). The brain is a computer with a base rate of about 20 Hz (your mileage may vary... as they say in car ads).
Cinema uses a standardised rate of 24 per second (IMAX is faster) and North American TV uses 30 per second.

i believe it is around 20 but definately less than 24.
in a movie if the frame rate is less then 24 fps then it will appear choppy because the brain can distinguish the individual images rather than blending then together for motion
