My grandparents are having trouble with gangs hanging out in front of their house(they have a condo, so in the parking lot). They called police but they said they cannot do anything until they prove tey are doing something. Like she (my grandmother) called to say they were selling drugs, but the cops said unless they actually see them doing it, they can't do anything.

The cops have time to wit on the side of the road to give people speeding tickets but they can't do that. And i wish to be a lawyer in the future, so any advice on how to handle cases, or think up defenses for seemingly impossible to defend things, i would really appreciate it.

Call the mayor's office. The condo board needs to have regulations on who can be in their parking lot. This must be a problem for all of the residents. If the police keep getting calls from the various residents, they will have to do something. Is there a curfew in your area? Good luck with this. I am sorry to hear that you have such poor protection in your area. The police are not doing their job.

Your grandparents and other condo owners should get together and chip in so much money each to buy surveillence cameras. Have them installed in places where the videos would clearly show the gangsters conducting illegal activities and bring the videos to the police as proof.
