Probably the governor. When this goes out there is usually no engine braking in D and there is engine braking in manual LO. Near the tailshaft is a stamped steel cover held in place by a wire bail. Remove this cover and just pull the governor out and clean/check it for sticking or broken parts. If you can borrow one just change the assembly and see if you are back in the game. Good luck, this isn't too bad a fix. If still trouble go after the valve body.

Check your tranny fluid first, if it is burned and smelly, change it, and make sure that it is reading on the dipstick. Try manually shifting the trans, starting in low range, accelerate moderately then pop the gearshift lever into 2nd, if it shifts now possibly the governor is stuck wide open which would only allow WOT upshifts. If you drive it with this condition, it will be detrimental to your trans assembly, seek pro help!

As long as you have good vacuum supply to that modulator, you now have a big fault inside the trans. and it will have to come apart to find out what is wrong. Good luck.

If it quite is a automatic then it is your transmission clear out. I had the comparable problem with my pickup and when I replaced it i had no issues in any respect. The clear out is possibly clogged with steel shavings and all that undesirable stuff. After u exchange your clear out u would desire to desire to start searching for a clean transmission reason your transmission will at last go out. it is going to final you for awhile nevertheless. wish i helped
