I use brand name ink cartridges only until the printer is out of warranty. After that I buy generic cartridges at www.carrotink.com. Carrotink runs regular specials where, in addition to lower prices, they offer deals where for a $40 order, you get one free black cartridge and free shipping.
Try it:

They cannot be refilled, they are under pressure and smart chipped, not very suitable for home refilling. You generally need a vacuum pump and a chip resetter in order to effectively fill an epson cartridge.

There is no such thing as a refillable cartridge.
