Type out a professional looking letter, and find a way to personally hand it to the person who makes the decisions for the business. As you are handing it to them, sound knowledgable, and experienced. If somebody tells you that they will hand them the piece of paper for you, try to ask them what hours that they will be in. You always want to make an impression on the person making the decision... because if you dont, your paper will find its way to the bottom of the stack.
If you are really looking for work, tell them you will beat the price of their current cleaning service.

the best way is find bigger companies who want to stop cleaning the less profitable buildings and will give you the business. another good way is clean houses first then the people who own the houses start wanting you to do their business. you can try just calling people who own buildings and sometimes that might work if they are in the market. you have to have something to show - references or why you are better than their current service.

Try tapping into the Real estate companies, they do flips and may need the place cleaned before the show the house to the buyers, ask the Bank managers for places they need to, also large stores need the place cleaned once in awhile, such as windows litter trap walls, also you may ask your city manager for bids on city property.
