If you just got in the field, this is about average. If you have been in the field for a long time, than I would say that you should ask for more.
Remember, minimum wage is going up $7.00 if that helps you see where you're at.

That's pretty low. My son is a diesel engine mechanic, with about 4 years experience and he makes around $24.00 an hour in the Phoenix area.

If you are fairly new to this line of work, this would seem like a good wage. If you have worked in mechanics for 20 years, it would be low.

is that flat rate or hourly, i live in a fairly small town in oregon and the dealerships hear pay over $20 per flat rate hour, ase master techs can make 22-25, a good rule for flat rate is the tech you get about 25% of the door rate
