She has no friends at home she says (and doesn't seem to have skills to make friends). She want to be with boys but again no skills to get that. She hates everything and she's here another week. How can we be less miserable?

You can be her friend while she's around. Just loosen up and take her out for a girl's day (and night) out! Great things you can do is get manicure stuff and do nails and makeup with her, go window shopping and try stuff on, go see a movie, or rent a movie and invite people you know to come see it, and just try your best to have a good time. You may find that she needs to know that somebody wants to spend time with her. Often poor social skills are from a lack of confidence that anybody would want to spend time with them, especially at this age. Ask her if there's anything she'd like to do.

Go to the library, a movie, the mall. Teach her the social skills of saying hi, and smiling in social situations. Keep her away from the boys, if she doesn't know how to handle herself she will be taken advantage of and become a statistic.

Do things that 13 year old do. Go to the movies, rollerskating, beach, mall. Find out what she likes to do. There has to be something she does to pass the time.

Ask her what she wants to do. Or just find places with other kids her age -- amusement park perhaps? Do you know anyone her age that you could invite over? If so, get some kids her age together and take them mini golfing?

Talk to her, get to know her a little more, like her interests.
If she really has no friends, then let her go online and at least make some friends there... (Just make sure she doesn't give out too much info)

tell her not to be shy and make some friends she needs them.

take her shopping (if she likes that),or meet with one of your friends who has a daughter/son/niece/nephew so that way you guys can help her in case it gets awkward
