I agree some are taking advantage of the system for their own personal gain. The system itself doesn't encourage work rather it discourages work. you start making a little money from a part time Job you are liable to have your welfare benefits permanantly suspended. you can't win in this system. Therefore people choose dependance on a system that discourages work and encourages life long dependance.

The main cause is lack of affordable housing. Have you seen the advertisements for houses that "start in the low 100's"? Now figure out what someone makes at $6 an hour. They are not going to buy a house. Since they are making more than minimum wage, they can't get assistance, so they only way to survive is quit work so they'll qualify.
If we can make getting an education easier, more people can get jobs that pay better and be able to buy a house, or get a decent apartment at least.

Yes. In my city the unemployment rate is 3.5%, and everywhere you go businesses are begging for help. At the same time we are paying out millions for welfare. There are many "Homeless" on the streets. Doesn't make any sense.
I lived in Japan for 3 years. They kept their unemployment down to 1-2% all the time. You never see this there. Their society looks at not working as shameful because one is not contributing to the good of the society.
Our society just feel sorry for these people and blame it on the government. As long as we accept and expect it, then we will get what we ask for.

Most, (Not all), who are on welfare are lazy parasites with no integrity. If there is a free ride to be had, they will spend their energy finding it, many of them were taught how to do it by their parents.
