Before the book was released JK Rowling said that "some non-magical character will perform magic late in life under desperate circumstances"

WHO WAS IT?! I didn't notice anything of the sort...

She may have changed her mind about that -- she had also said the last word of DH would be "scar" and she changed that. Authors can decide that what was once an idea they were going to use either isn't going to work anymore, or they don't want it in their book, and so they remove it.

There's no clear answer on this. There are three credible theories to answer it:

1. It refers to Dudley finally admitting he cares about Harry. JKR's always held to the "love is magic," so that fits in a way.
2. Nymphadora Tonks' father, Ted Tonks was referred to as a "Muggle" in a previous book. In DH, Ted does magic and is referred to as a "Muggle-born" wizard.
3. There was a notable incident that she was referring to when she made the comment a couple years ago, but it was removed in later revisions of the manuscript.

It might be Mrs. Weasly. In early books she does magic but not "powerful" magic. In Book 7 in the big fight in the Great Hall Bellatrix LEstrange sends a curse to Ginny but she missed and then Mrs. Weasly Says "Not my Daughter *****" and then she kills Bellatrix with a curse. So I Think she's the on that performs magic later in life

I also read one of her interviews, it said Harry was going to have a new pet in the book. I thought it was Fawkes, and Fawkes was what made Harry's wand operate on its own. But no,...

Ted Tonks isn't referred to as a Muggle, just a Muggleborn. It's not him. (Order of the Phoenix American hardback pg. 113, British hardback pg. 105. American paperback is nowhere to be found.)

And... I didn't notice anything like that either.

Okay. Yeah, Rowling also said she was even sure if she would make Harry die, and that she wanted people to believe that he would.
