Neither one nor two is correct. Pants is a plural word, so the article a does not fit. Have requires extra wording, like my mother does have black pants. The second sentence is correct if it reads, my mother has black pants.
Ablack is not a word. The a is an article and is a separate, though short word. In the case of the shoe, a does work because shoe in this sentence is singular.
