I spent New Year's Eve in Paris this year. It was comfortable weather for walking around. Not bitterly cold, and luckily not very rainy, but you know 49 degrees and rain is colder (to me) than 35 degrees and sunny.
My guess is it will be comfortable for walking around, and you might need a scarf or waterproof jacket and shoes, but if it doesn't rain too much you'll be comfortable. Remember the umbrella. I don't think you'll need ear muffs or longjohns, but as long as you don't get wet feet and head, you'll be good.
It's really not as nice touring a city when it's hot unless it's by the sea. So cool is good for touring cities, since you wear clothes anyway.

Having been to Moscow in December, I can assure you that Paris will not be too cold to visit in March. Maybe not that nice or romantic as it would be in summer, but still enjoyable.

My anwer would be its never to cold to visit Paris. TAke a warm coat and u cant go wrong. there many things to do beside walking on the streets.

I was there last year and it was chilly at night but not too bad during the day. Kind of hit or miss, could be freezing or it could be in the 60's.
