Constant scrolling occurs when computer is on. Sometimes can be stopped by hitting Ctrl button. Also, beeps and won't boot up until you hit Ctrl button, sometimes numerous times.

Easy one: one of your keys (presumably down arrow or PgDwn) is at fault. Use a hammer to unblock it! (or a friendlier method). Also possible with toshiba: the mouse stick in between your keys.
The beeps at boottime indicate your pc thinks you are repeatedly pressing a key. It can "remember" what you are typing and stores it in a buffer but once this buffer is full it beeps to let you know every time you press another key.

Your key board has a problem. The scroll down key is acting as though someone is continually hitting the key. You have a short and it is likely hard to fix.

Your keyboard/pointer has failed, you have a stuck pointer it thinks you are moving the pointer in one direction all the time. If it is under warranty call the support people.

If it is out of warranty you can proablaby get a tech to change it out for parts and the cost of one hour plus trip unless you take to them.
