Sure!
Just hook up the ADSL modem to it and wherever you plug in your PC it will be as if you plug it into the modem.
Make sure to use the LAN port (usually there are 4 LAN ports, any of these will do).
The wireing in itself is not connect to the internet, you will always need a cable or ADSL router and connection as well.

The CAT5 wiring enables you to have a wired network in the house if it is properly set up.
You connect the ends into a network switch and you have the fundamentals of a network and can swap data among pcs on the local network or LAN.
Now to get Internet service to the LAN you need to subscribe to the Internet through an ISP (most common this is a DSL (from the telephone company) or CATV (cable tv internet). The Internet feed goes into a router's WAN port and the router's LAN port also connects to the network switch.

Cat5 is normally used in business settings, but yes you can use it to access the internet. Go to your local hardware store or target, walmart and get the wiring. It is a tad more expensive.
