Water won't kill their eggs and it may not even kill all the live ones. Wait until dark and take a few cups of gasoline, pour the gas into their hole and cover the hole back over with dirt.

CONTROL OF UNDERGROUND NESTS
An insecticidal dust (Sevin 5% Dust) should be applied only at night when all foragers are inside the nest. The nest entrance should be identified and marked during daytime in order to be easily located at night. Yellow jackets are attracted to light, so do not hold a flashlight while applying an insecticide to a nest.
Check the colony entrance the next day for activity and reapply again if necessary. If daytime control is necessary, the person should wear protective gear including a hat, veil, coveralls and gloves because returning foragers will likely attempt to defend the colony.
I did this with a nest that had been built at the entrance to my back porch..... make a pile of the dust on the ground and all around the entrance hole , after dusk/while you can still see a little bit!..... they have to walk thru the dust to get out the next day, and again walk thru it to get back into the nest the next night... in my case, one treatment got them all....good luck!....

Whatever you do do not irritate them ,they will chase you and sting you if you do . The garden hose will not work !
Go to a hardware store or a store that supplies for gardens and get a spray called (Blast Off) it works on impact.
I will give you a tip for flies as well ,get hair spray and spray them, their wings will stiffen and they fall down.

Burn them out with charcoal lighter fluid. It won't explode like gas..which only happens if you let the gas vapors build up or pour a ton in the hole. Water won't kill them only piss them off.

DON'T USE GASOLINE!!!!! My father did that when I ws a child and after he lit it,there was a explosion!!!!! Very dangerous. Call a pest control or insect control person.

Try an orange oil drench. You can find orange oil or citrus oil in most organic nurserys.

If you can safety.... Stick a garden hose in the hole and turn on the water.... Get back and hopefully they will drown....
