Just check with whichever government entity controls that particular park to find out how many it would take [if the call itself doesn't do the job, which (while unlikely) is possible]. If a national park-- contact the national park service. If a state park--probably the state department of conservation. If a county park, the county board or supervisor. If a city/municipal park you would want to contact the mayor's or city clerk's office or the city parks dept. if your city has one. If it's a private park of some type (I believe there is such a thing), you'd probably have to find out the contact information for the governing body, but local governments would probably have that info as well.

Do you mean a petition? It varies by town, but why are you petitioning to make someone else clean it? If you want it cleaned, go do it and then attend your next city council meeting to ask them to increase litter patrols to help keep it clean.
