If you're looking for something only 5" tall, you might want to check out what is called "groundcover" (http://www.gardening-quick-n-easy.com/groundcover.html).

Why not try a Hydrangea.. They are like a bush and they grow back every year and bloom around this time.... The grow in sunny area's and need little maintance..They should also be on sale right about now.. The flowers are very bushy and pretty.. Many different colors to choose from...White, purple, pinks... etc....Good luck

there are not many perennial plants that are only 5" tall..

In Illinois, I'd think a combination of prairie plants like coneflowers, gaillardia, asters, etc.. that way, you get different colors and different blooms at different times of year.. These would be around 2 feet tall-ish.
