it means that if in the present to near future a job offer came up this person wouldn't hesitate to accept......which is similar to i would love to have the chance with you...which could mean tht i would give anything to have one moment in time with u...

It means just what it says.... They would be glad to work, they want to work,
Example: Your unemployed for 2 months, your neighbor asked you if you would like to help him with flowerbeds for pay.. well, you would welcome the chance to work because you are broke and probably bored after 2 months of nothing.

It should be a sentence spoken in the present referring to a welcome situation forthcoming (future).

future.. because "would" is suggesting what is to come and "welcome" is in its present tense. So in the future they are welcoming you to employment!
