Actually they are supposed to lay the roads in a scientific manner but then I guess they don't have enough manpower to do that. This is India! They just lay the roads in an unscientific way temporarily. And then there is the Indian weather that adds to the poor quality of roads... :-(
Oh...and also the regular repairs are also poor. In some places you can find the road a little higher than the adjoining flat surfaces..thats coz they are so unscientific!

The laying of the roads in India is gven to contractors and not by the staff of the Municipality or P.W.D. (State or Central).
And no review of the work done subsequently..Consequently ere long road becomes repairable. The contractor makes money and the staff also get a share in it.
The contractor should not be paid anything if the road becomes repairable within months after laying down
or not according to specification.

India has a heavy monsoon season. Most of the roads do not have a side drainage system so water flows over the road . With heavy trucks moving over the road is easily eroded .
Most of the deccan trap is brittle lava formation. The road base craks underneath when heavy vehicles move over it.
In the plains water overflows the road when ever there is heavy rain and soil gets washed off leaving the roa hanging with little or no support

Any quality of road will get damaged based on number of brakes applied on it.
In our country, we have all the infra-structure including pedestrian platforms.
But small entrepreneurs occupy the platforms for making shops
so,we People are forced to walk on roads
Automatically, two wheelers have to go on Middle of road
the four wheelers also have to go the same way
There is more number of times we have to apply the brakes than any other country in the world.
so the road gets damaged very offen.
and of course there are many other reasons we all know.
but this is the major reason

Because the government spends money on things it deems as important or critical. for some reason, roads are not a high priority on their agenda.

You do not have to go to India; it is the same in the USA.

The contracts buys tenders by quoting cheaper rates to acquire the tender.
So in turn they compromise the quality and roads were constructed using inferior raw materials.

If one rain comes all the roads gets eroded.
