As a rule of thumb you should use upto 75 watts - 3amp, 100watts to 1250watts -5amp over 1250watts - 13amp. Hope this helps

I really want to assume you mean Ceiling; not roof.
Also with all due respect CAN I? is rarely not an option. Are you able is a more valid thought.
Purchase a fixture that has a cord and plug already, not one that needs to be hard wired. Here in the states, HD/Lowes/Ace/ most any lighting store can offer one.
You already have a receptacle. It may be on a breaker or fuse allowing 10/15/20 amps load? Obviously the receptacle was intended for something? The fixture you want already is self contained with ballast to power the fixture.

I was at Lowes and Home Depot today to dispose one fluorescent tube. Neither store take them any longer. So I put on a pair safety glasses and put on some work gloves. I placed the tube into a strong paper bag, placed an old towel over the bag and used a hammer to break the bagged end. There was a slight explosion in the bag. I removed the towel, carefully pushed the remaining end into the bag, covered it and hammed it all. Taped the bag and wrote broken glass on it before trashing it.

I am assuming you have a fluorescent light with a plug already attached. Most house wiring excluding equipment like a/c units, water heaters,etc.is either 15 or 20 amps. One fluorescent light is fine to plug in providing its wired correctly.

In the USA, yes you can. Use a 15 amp standard plug. Keep it 6" from the nearest point of storage. In the UK - I don't have any idea.
