Joey Harrington is serviceable and as far as Dante Culpepper everyone is afraid to take a chance on him because they aren't sure if that knee has healed completely. I think Miami rushed him back last year and that obviously hindered the healing process but he is still relatively young and if he is healthy someone will get a steal on him.

No, but Harrington still is an intriguing prospect. He had rough patches in Detroit and Miami, but he also had virtually no help there either. He is good enough to compete to start for a handful of teams in the league, and now he is handed a job. It is interesting to see how he handles this.
Is Culpepper that bad? Ehh, he's never really been a great quarterback. He's good (probably better than Harrington), but signing him would cause some problems in Atlanta. First off, they would have two qb's who are marginal starters for this season. This creates a controversy especially since they both were in the same situation in Miami last year. They also would have to pay Culpepper entirely too much for what his role would be. I also would imagine that Culpepper would be more interested in going to a place where he could step in and start or at least be favored to. If the Falcons signed him, they would have to pay Vick, Harrington, AND Culpepper, which would eat up entirely too much cap space for the quarterback position. My guess is that they'll start Harrington and wait for a decent backup to get cut and sign him. Kelly Holcombe (who is on a crowded Eagles roster) would probably be an ideal pick up for them.

OMG who said Culpepper is great?
Duante had great receivers on the Vikings with Randy Moss and Carter. The Vikings front office new he was nothing more than a strong-armed scrub so they traded him to the Dolphins. Chris Chambers is decent but can you name another Dolphins receiver? As a result, Culpepper struggled mightily, got hurt and was never the same (which never was that good).
Harrington is accurate but makes boneheaded decisions at bad times and his confidence was shattered in Detroit. He had some alright games but some bad ones too. Good QB's have more good games than bad, and you can't say that about Harrington.
The Falcons might as well write off this season. Even with Vick they are no better than the third best team in the competitive NFC South.

Culpepper is an awesome QB! He has been through a lot of offensive coordinators over his career. Plus he had to deal with the Randy Moss game plan(if no one is open throw it to Moss). Also he is coming off a MAJOR injury. Any team that needs a QB and does not sign him is crazy or just does not care about a winning season!! Detroit should sign Culpepper that would be a match maid in heaven!! Miami gave up too soon. My man was hurt and they rushed him back...now they go with Trent Green who still doesn't know where he is!!
Oh yeah Joey Harrington...BUST!!!

Harrington is good enough to start all season and lead the Falcons to a 4-12 or so record so the team can get a high pick in the draft.
I've read they want QB Brian Brohm next year. The coach worked with Brohm at Louisville and he is supposed to be the best QB coming out this year.

Joey Harrington lead Detroit, yes Detroit. Then he came in behind the worst offensive line in the league. Both times he was asked to make chicken salad from chicken, um, crap.
Atlanta's line and receivers will get better with a pocket passer. It is hard to block for a scrambler because you can never be sure where he is. The opposite of getting open is down field blocking - which receivers shouldn't have to worry about on pass plays.

Daunte had a couple of great seasons where he just clicked with Randy Moss, but he has never really been a great complete quarterback. He lacks leadership, and if you watch him play, you can see that he panics when the pocket starts to collapse. When this results in a nice run, everybody loves it, but it more often results in a bad decision or fumble.
I think that Harrington is a better pocket passer, but it will be hard to go from Roy Williams to Joe Horn and Ashley Lelie for receivers. Overall, I'd rather have Harrington as my QB, though.

Combination. Harrington is decent, and Culpepper is below average.

Harrington was good coming out of Oregon, but was thrown to the lions (no pun intended) with the Lions and their porous offensive line. I don't think he is capable of taking the Atlanta Falcons to the playoffs any time soon.
