James Buchanan, who was president during the years 1857-1861. His main failing was his inability to prevent the Civil War, and towards the end of his presidency, he did nothing against the seceding states.
Warren G. Harding and Franklin Pierce weren't that great either. By the way, Pierce was a distant relative of George W. Bush, so I guess it runs in the family (through his mother, Barbara Pierce Bush - not George H. W., who was far from being one of the worst presidents)

While govenor of calif. he closed the mental hospitals, Horrible people were released! Calif. had a rash of horrible abductions and murders of little children and other heinious crimes.
