I like Tiffany but I don't care for Toni. You know what though....everyone is going to have an opinion on the names you pick for your babies. Go with you heart and choose names that you like!
All the best!

How about

Toni & Tina
Olivia & Anna
Britney & Tiffany
Chirsta & Cathy
Elsa & Emily
Bridget & Gretta
Anna & Amanda
Calla & Jenny
Courtney & Casidy

Tiffany is really pretty... but Toni seems a bit plain in comparison. How about maybe one of these instead:
Tiffany and Tabitha
Tiffany and Tamzin
Tiffany and Tallulah
Tiffany and Topaz
Tiffany and Taliyah
Tiffany and Trinity
Tiffany and Teegan
:-)

Tiffany is great but I think Toni would be nice as a short form of something else. It seems rather 'plain' next to Tiffany.

What the other person said...everybody is going to have an opinon, and nobody's opinion matters but yours (and theirs, when they get old enough to hate you for what you've done, lol). But seriously...Tiffany? Ugh. I'll tell you what--I've been in the publishing business for more than 20 years, and I have yet to meet one powerful or successful woman named Tiffany. Toni, yes. Tiffany, forget it. If you want to stick with two Ts, how about Tia and Toni? Even Tanya is better than Tiffany.

They are ok but a bit too rhyming. Don't forget just because they are twins they may not want to have rhyming names when they are older. Tiffany is the better of the two.
What about something like Tiffany and Chloe. they both have that 'ee' sound on the end but are different. Or Bethany is nice too and similar to Tiffany.

I would say the Tiffany and Toni are the best names for girls. Even though Toni is generally looked upon as a males name I find it very cute when a girl has it. Like my name for instance....I'm Jessi....spelt different yes but when generally heard many think its a guys name....I personally like having a boys name it throws people for a loop sometimes lol. So yes...I think both are good names for your girls.

Each are okay, but I don't care for them together. The reason I say that is because Tiffany is so ultra feminine and girly and then Toni is a unisex name that more people associate with boys so it's kind of a tomboy name.
If you want to stay with T names, here are a few:
Tamra, Tianna, Tria (tree-ah), Trina, Trista, Trisha, Taryn, Tracie, Tessa, Tatiana

I'm not fond of the name tiffany- it sounds like some kind of a snobby girl. toni is nice, though it reminds me of the boys name.
