The ONLY time a real estate agent can elect to not submit an offer is if he/she is directed by the seller to whom he/she is contracted instructs them not to do so. I have encountered this only rarely, but it does happen on occasion. A seller may instruct his listing agent to not bother him with, as an example, any offer submitted for less than X amount of money.

Yes, all offers are required to be submitted. It is not the realtors place to make a judgement call on what the seller may or may not accept. That would not be ethical. All written sales contracts must be submitted.
