Why did the top-kick officer in charge at Roswell issue
orders for a press release outlining a captured UFO in Army
possession... as a practical joke or a senseless ruse to keep

The whole problem with the government's story about it being related to project Mogul is project Mogul (the balloons) didn't start until seven years later. When people pointed this out they had several people who participated in the project change their story. That damaged their credibility with me. The types of other ballons (weater, radio, radar) they had before Mogul were known the everyone in the Armaed Forces at the time, and probably everyong within a few hundreds of miles of Holloman AFB (the airbase near the town of Roswell.

Probably to try to keep people from wondering what the weather balloon actually was.

The thing that crashed there was part of a secret government project, if it gets blamed on aliens then people aren't going to know what it really was (i.e. a balloon to listen to nuclear explosions).

Assuming of course that there was even such an order for a press release.

Alien Life Form term needs to be redefined. Other worlds do not necessarily exist in outer space. The Universe is not infinite so the no. of possible civilisations also is finite. Theres also the Multiple Worlds Interpretation (MWI) to think about.
