The answer depends on what http server you have running.
In order for web pages to work you have to be running a server which will see and deliver them.
You need to be running a web server like Apache or Internet Information Services (IIS) etc for your pages to be visible. Once one of those servers is installed and running you can host webpages. When you setup one of those you will also find that "localhost" becomes a valid web address from your local lan.
You will store your web pages in the correct directory depending on the web server settings!

You can write a web page, or even a whole multi-page website on any machine. You then normally transfer it by ftp to the server.
