Yeah sure, anytime. BUT that 4x AGP slot could botttleneck the fast high-end graphics cards. You will be fine with the cheap but good ATI 9600 Pro or the 7300GS AGP. You may get better performance on the 7300GT AGP.

it might but im sorry that machine must be pretty old and i think its time for a upgrade even the cheapest computer at bestbuy will be better then it you most likely have a 32 bit single core youd be buying a 64bit dual core plus you get pci-e graphics card slot upgrade to that not to agp x4 which is a dead technology

Yes, but just keep in mind that your graphics card will not run at 8x speeds.

You may be able to see on the card docs that it can run at 2x/4x/8x.

Check your manufacturer's website of your motherboard for BIOS updates which may upgrade its capability to run at 8x.
