You mean banner images I'm assuming?
Well the premere program is Adobe Photoshop. Using that is far too complex to explain here.
Microsoft Paint works too for the most basic of things
If you just want text with some decoration http://www.cooltext.com is a great website.
http://www.bannerbreak.com is okay too.
http://www3.blibs.com/editor/ This can create Photoshop grade banners if you know how to use it right.
