USB provide power. They only have a certain amount of power to provide and that power limit is shared by all the ports (however many).

Try unplugging that cooling pad and plugging in one of the items into that same port - having it the only thing plugged into any of the ports. If it works, then it means that the power is all going to that pad when you have it plugged in. They have a power limit that they can supply. It is very possible that your cooling pad is using all of it and leaves too little usb power left for the other items to function.

Some also have something similar to a mini bios. You might google your particular usb? I'm a tech and off the top of my head I cannot remember many details about this.

If not, this could be driver or setting issue.

The cooling pad only uses the USB port to get power so that only proves that the power connection is good. Have a look at Device manager in System Properties in could be that the USB-PCI bridge driver is corrupt or missig.

Have you test it further by removing all USB including that cooling pad and put back on one at a time? Leave the pad as the last.

Windows sensed that they plugged but not recognizable? Power, after all USB bus provided little electricity and part of it is needed as powering up all the circuits.

Well I'd try reinstalling the drivers for your usb ports.
