IP block for color printing to DELL 5110CN?

Question

IS there any way to block certain IP's on a LAN network to a specific DELL 5110CN printer? Furthermore, not so much block; however, more on the side of restrict color printing from taking place?

Don't install the drivers on that PC, or install only hte MONO setup drivers, and lock it down from admin level so users cannot change printer config.
