But if you're asking about the state of Manila Bay, as in "condition", it's in pretty bad shape because of uncontrolled pollution.

the Philippines has no state so i'd assume you're referring to the condition of Manila bay, id say its in its worst state with all those pollution, illegal fishing & illegal use of dynamite & all that stuff, LOL!
