Since the possibility of one college being under more than one university is not there, therefore there would have been 5*3=15 colleges participated in the cultural festival.

The list shows only the colleges which have won some medals, that means remaining 6 colleges did not get any medal.

I'd assume that there are (unlisted) colleges that simply didn't win any medals.

For example, University 4 won only two bronze. They be represented by only College E (0-0-2) or by Colleges D and H (0-0-1 each) from the list. The other college(s) belonging to University 4 must not be present on the prizes list, because there are no other listed colleges that can be combined to yield exactly two bronze medals and no gold or silver.

Looking at the list, you can work out mostly which universities go with which colleges:

University 3: College I only (the only one-Silver choice which doesn't have too many Golds)
University 1: College C (the only other one-Silver), and either D+H or E (two Bronzes)
University 2: College G (the only one-Gold choice with no Bronzes) and either College B or College F (two silvers only)
University 4: College D and College H, or only College E (two Bronzes).
University 5: College A (only remaining two Golds) and either College B or College F (two silvers)

I think your question is incomplete, I don't see the problem statement anywhere. You just showed the table but there is no question.
As to your question on the problem statement: "Each university is represented by three of its best colleges", I think you got it right the first time. If every university is represented by 3 colleges and there are 5 universities all in all, then there should be 15 colleges. I hope this helps.

there are 5 universities participating each university has 3 colleges, so they are supposed to be 3*5=15, but not all the colleges won prizes, thats why there are only 9 colleges in the table(2)... and you cant tell which college is for which uni
