we are taking our spring break in florida, what beach is the best??
our beach "priorties" would be
1. swimming (not freezing)
2. water clarity
3. stuff to do on land
4. surfing

with the first 3 things you have listed I would have to go with Clearwater/St. Pete.
The water is warmer on the Gulf that time of the year, the water is clearer there, and there's plenty to do on land. Far as surfing goes, Florida is not the best state for surfing, but the Atalntic Ocean offers bigger waves than the Gulf does. Best would be try to catch some waves around high tide.

With you criteria I'd have to say Clearwater south.
But for personal travel I'll go to the Emerald Coast of Florida home of the Worlds most Beautiful Beaches.

Sarasota south to Ft. Myers Fl. Area is much nicer the Clearwater area on the Gulf side.
