Federal no, except unless you happen to run a business out of your home, then you can deduct the % of rent that you business office is in relation to your entire home (your office takes up 10% of your home, you can deduct 10% of your rent on office in home form 8829 which then carries over to Schedule C). some states yes, Massachusetts for example give you a rental deduction up to 50% of $6,000.

If you are using a part of your apartment regularly and exclusively for running a business you own, you can deduct part of your apartment rent from your federal income tax. If you are just living in your apartment, then no.
Some states have a rent rebate program, usually with income and/or age requirements.

You can get a renters credit on your Ca state income tax return, depending on how much you earn. Other than that, the only way to deduct any part of your rent would be through home office rules.
