and where did it come from?

well its a phrase so im not sure that there is an actual "definition" for it but it is a way of comforting a person especially when they are suffering an emotional upset and crying. as far as where it derives from I'm not sure of that, i know its a British thing to say i don't here people in the states say it really at all unless there being sarcastic. it is basically slang. my best bet is it started with a social habit of saying "there" when you dabbed the tears off someones face, you might say something like "there, see you'll be ok" and somehow it became shortened to"there there" sort of a slang.

there is no "definition" so to speak...it's kind of like a way of calming someones worries and telling them things are not as bad as they seem.

As for where that came from...who knows?

I'm not sure where the phrase started, but to me it always meant a gesture of calming someone down when he/she is upset.

it means like,
"it's ok, everything's gonna be fine"
it's normally accompanied by a pat on the back and cookies.
