I'm an international student from a nonnative English speaker country. I studied 11th grade when I first came here. Now, I'm in 12th grade. Some of my friends said that I must take TOEFL to go to public universities. However, in website
http://www.ets.org/portal/site/ets/menuitem.1488512ecfd5b8849a77b13bc3921509/?vgnextoid=f138af5e44df4010VgnVCM10000022f95190RCRD&vgnextchannel=b5f5197a484f4010VgnVCM10000022f95190RCRD
They said that : "nonnative speakers who have successfully completed at least a two-year course of study in which English was the language of instruction." does not have to take TOEFL.
Can somabody give advices for me 'cause I don't know what to do ?
