I'm an international student from a nonnative English speaker country. I studied 11th grade when I first came here. Now, I'm in 12th grade. Some of my friends said that I must take TOEFL to go to public universities. However, in website

They said that : "nonnative speakers who have successfully completed at least a two-year course of study in which English was the language of instruction." does not have to take TOEFL.

Can somabody give advices for me 'cause I don't know what to do ?

Nonnative English speakers at the 11th-grade level or above should take the TOEFL test to provide evidence of their English proficiency before beginning academic work. The test content is considered too difficult for students below 11th grade.
The above statement is copied from the ref you gave. This is an unofficial site. The site also said "contact the college directly where you want admission.

You need to contact the universities where you wish to apply, and ask them if you need to take the TOEFL exam. Some universities may not require it. However, I believe that the two-year couse of study mentioned in that website refers to a 2-year college degree. The best thing you can do is contact the admissions office at the university of your choice.

Each college has its own rules. Some might allow you to go directly since you have done your last two years in the US, other might not. You should call potential targets and ask them personally.
