I was just reading about proportions recently. Did you realize that you can reduce the left fraction (ratio) or the right fraction or both numerators (horizontally) or both denominators (vertically)? The only thing you can't reduce is diagonally, one numerator and the other denominator or one denominator and the other numerator?
So if you have this proportion, 4/5 = r/15, you can immediately see that 5 and 15 (both denominators) can be reduced to 1 and 3 when you divide them both by 5.
When you see 4/1 - r/3, then, and you know that you solve a proportion by cross multiplying to set up an equation, you can see 4 times 3 = r times 1. Or 12 = r. So 12 is your answer.

Multiply both sides by 15,

(4/5)(15) = (r/15)(15)

4 x 3 = r

r = 12

(15) x 4/5 = (5) x r/15

simplify
(3) x 4 = r

therefore
r = 12
