The fish with the scales sticking up has a condition called dropsy. This is from a number of possible causes, with anything from poor water quality, to an internal infection, to kidney disease or tumors, so this makes treating it difficult. With the number of fish in the tank< my first thought would be water quality, so I would recommend a 50% water change to start, just add the new water slowly so you don't shock the fish. If this doesn't seem to help in a day or so, look at a strong antibiotic like those suggested in this website: http://www.fishpalace.org/Disease.html#Dropsy I would suggest that you treat the fish in a separate tank, because the antibiotic will kill the beneficial bacteria in your present tank, and you need this to prevent ammonia/nitrite buildup from the other fish.

First of all, your tank is a little over crowded.
I inch of fish per gallon of water max.
There is a fish disease that causes the fins to stick out.
It is called "dropsy". Isolate it immediately. There are some medicines available, but usually it i not going to survive. Check with your pet shop. It is very common in live bearers such as Mollies and Sword tails.
Good Luck.

If his scales are sticking out kind of prickly like, resembling a pine cone, then he has dropsy. Take him out of the tank before he spreads it to your other fish. I researched it when my fish had this, but was told there was no cure for dropsy and it can be quite a prolonged death. We put ours out of his misery :(

It most likely has a fungus. Go to your pet store and describe it to them, they'll tell you which meds to squirt in ur tank.
