Try buying a bunch of those McDonald's cup holders and stapling them all over your walls, it helps keep noise from coming in and going out.

Don't even think about it!! Neighbor of mine "soundproofed" his garage for his 'rehearsal studio'. He had sh*t loads of foam and other stuff. I couldn't even hear my TV. Bought a house across the street 200 yards away to get away from it.
If you live way out in the country, you might could do it.

GC is correct. The only solution is a rubber drum head. If that is too expensive, lay a round piece of carpet over the drum.

egg trays! this is what we commonly use. however they are highly flamable. spray paint or coat it with fire retardants. or just be extra careful with flames inside your music room - fire extinguisher near by would not hurt.
anyway accustic boards available in the market is already coated with fire retardants.
muffle your drum set by placing drum pads on them.
i also play with a band

We went to a moving company and bought those heavy duty furniture pads and nailed them up on all the walls.

if you want really cheap go find some used carpet and put it on every surface. the surface you want should be soft not hard...cloth? foam?
