Could it be the break springs?

they may be adjusted up to tight,if you get a chance take off the drum and look at them,also check them for rust,sometimes this causes them to stick some,trailers don't get used much in most cases,and this is bad for the brakes on them,good luck with it.

do you have an electrical unit in the cab? if so, it needs to be adjusted. i have one, and i had to play with it, before i got it where it worked right. it probably has a screw or wheel on the box, that works with your brake pedal.

or possibly you have a problem with the switch for the brakes sticking.....
