The first written poetry were "La odisea", from Homer (ancient Greece). Writing was not very popular, so rhymes and metrics were invented to help people remember stories by hard. If you are interested in this, you may find plenty of information in any book of Mr Menendez Pidal. He studied hell lot about the beginning of poetry....

Poetry, oh poetry, laid out on a table,
Frankensteined together with wire and cable
made right from the scrapes of literary cast-offs
and made wrong by plenty of social off-casts.
The tinkery-tinkers were playing with words
and coming up sideways and awfully absurd.
Yet someone did like it and like it so hard
that they started a business printing greeting cards.
Oh poetry, oh poetry, you see part of what's wrong
someone thinks you were invented and not born from song!

A caveman with too much time on his hands.
I think the monkeys created poetry, as they do have a sense of poetic justices. When placed in the confinement of a zoo the monkeys learn to throw feces at their human oppressors, and that is pure poetry in my book.

The "who" is lost to antiquity, but it began as an oral tradition as a way to remember stories passed down mouth to ear because writing hadn't been invented yet.
