I thought my compensation teacher said it was 15 years or younger, but my mom said her boss is paying a 16 year old employee less than the minimum wage (in Illinois). Is that legal? I just graduated with my HR degree, but I can't recall for sure.

Illinois just upped the minimum wage... so does that mean an employer in Illinois only has to pay the federal minimum wage?

Yes, but only during the first 90 days of consecutive employment.

From the Dept. of Labor's website below:

"A minimum wage of not less than $4.25 may be paid to employees under the age of 20 for their first 90 consecutive calendar days of employment with any employer as long as their work does not displace other workers. After 90 consecutive days of employment, or when the worker reaches age 20 (whichever comes first), the worker must receive at least the federal minimum wage."

There are many reasons for being able to pay an employee less than minimum wage; service industry like bartenders, waiters/waitresses; farm industry, contract for bid, less than 36 hours per week, etc. Most states will not allow a minor who is 16 or less to work full time so I guess the answer would be yes.

The employer can't pay an "employee" less than the hourly minimum wage. But in some businesses, the employees are agents working on commission (newspaper delivery boys, for example) or are contractors working on a set price (kids mowing lawns).

It depends on what job. I think employers are allowed to pay their employees less than minimum wage if they are going to receive tips that should be equal to or more than minimum wage.

NO - the Federal mandated minimum wage is in affect for all ages, with the exception of tipping category jobs.

i think in the first place, using 16 and under is consider underage by most labour laws so i think the question shouldn't be whether to pay the minimum wage but rather should he even be employed in the first place. might have some child labour concerns.
