pictus can be very aggressive predators and will eat anything they can get in their mouths so I wouldn't put them in with barbs.

While many people feel that barbs are aggressive they really can't compete with true predators like a pictus cat.
You could keep some large barbs with a very small pictus but as soon as the barbs can fit in the cat's mouth they are fair game and you'll likely lose some of them.

I'm not sure about the tank size you are using but here is the best information that I can give you about each species:
Pictus Catfish require a 70 gallon tank since they grow up to 10". It is a peaceful omnivore. Tiger Barbs require a 30 gallon tank since they grow up to 3". It is a semi-aggressive omnivore but caution must be taken into consideration as the tiger barbs nip the fins of larger slower moving fish.

If they are large (3"+) tiger barbs and a smaller pictus, it will be ok, but the pictus is a predator and will eat anything that will fit in it's mouth, so be aware if the barbs are small, you will probably lose some to the pictus.

it depends on the pitcu species, But the most common being the spotted.
The pitcus will need a large tank around 55 gallons, and yes they can live together.

Ehh, it'd be risky. But if the barbs are big enough you might be able to do it. Also if there is something for the cat to hide in.
